Senior Engineer (Transportation Planning)

As a Senior Transportation Planning Engineer, you’ll develop transportation plans for large-scale, high-profile, complex and/or politically sensitive projects, including road, rail, transit, and active transportation. Leveraging your expertise as a Professional Engineer, you’ll develop, implement and monitor the regional transportation and transit forecasting model, review development-related transportation impact studies and recommend transportation improvements. Your communication and negotiation skills will also be evident as you represent the Region on provincial government transportation initiatives.

On a more immediate basis, your assignment will involve leading the Region’s major active transportation (cycling and pedestrian) projects at the planning phase, and providing continued support to the design and implementation teams. You’ll also be expected to periodically review and update the Region’s Transportation Master Plan to ensure that a comprehensive, feasible active transportation plan is included, assist in the programming of active transportation projects within the Region’s transportation capital program, and work with area municipalities to enhance active transportation connectivity across the Region.

As a result, special consideration will be given to candidates with experience with active transportation projects during all stages – from planning to implementation, including reporting, public consultation, design and monitoring/performance analysis.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED

To assume the role of Senior Engineer (Transportation Planning), you will have the following profile:

Knowledge of transportation engineering, planning, modelling, demand management, impact analysis, demand forecasting, and systems, normally acquired through a university degree in a related field (e.g., Transportation Engineering, Civil Engineering, Environmental Engineering), plus progressively responsible related experience.
Licensing, in good standing, as a Professional Engineer in the Province of Ontario, or membership in good standing, holding a Limited Licence in the area(s) of practice issued by Professional Engineers Ontario (PEO). For those trained outside of Canada, equivalency will be determined by the PEO. Participation in activities to maintain professional licence.
Knowledge of, and ability to comply with, corporate policies and procedures, related legislation (e.g., Occupational Health and Safety Act, Construction Lien Act, Environmental Protection Act, Environmental Assessment Act), Ontario Provincial Standards, Canadian Standards, Ministry guidelines, contract law, and engineering standards.
Ability to work independently on concurrent projects (consulting with senior staff/supervisor, as applicable); review decisions/problems with Regional/political sensitivity with management; explore project alternatives individually/as part of a project team; and make recommendations on improvements to existing contract and engineering standards and procedures.
Computer skills with ability to use software such as Microsoft Office, computer-aided design, specialized systems, and computer models.
Communication and human relations skills to direct and guide consultants and staff; coordinate and negotiate project requirements; prepare and present written and visual materials for public drop-in centres, open houses and formal public meetings according to the Environmental Assessment (EA) approval process and Act; conduct presentations to Committees, area municipalities and councils; hold open houses and formal meetings for the media and the public; respond to public inquiries; and participate as an effective team member.
Ability to write project correspondence, reports, contracts, agreements and project definition reports for consultants, Committees, Regional and area municipal councils, staff, media and the public, where applicable.
Ability to read and interpret policy and procedure manuals, engineering and technical journals, design specifications, contracts, reports, legal documents, and memos.
Ability to travel within Waterloo Region.
Ability to adjust hours to attend open houses and deal with emergencies.
Ability to support and demonstrate the Region’s values.
