Reporting to the Manager, Transportation Planning, the Transportation Planning Coordinator’s focus is to support internal and external studies related to corridor reviews, environmental assessment studies and transportation impact assessments.  The position maintains the multi-modal Regional Transportation Model(s), providing specialized analysis and assisting in transportation planning and traffic engineering assignments, including active transportation, wayfinding and complete streets assignments.

Education

Completion of a post-secondary diploma or degree in Environmental or Civil Engineering or related field of study (e.g. Planning/Environmental Management/Environmental Science).

An equivalent combination of education, experience and qualifications may be considered.

Knowledge

3-5 years of Transportation Planning experience.

2-3 years of experience or background in computerized travel demand models and transportation/planning studies is preferred.

Working knowledge of Ontario Provincial Standards (OPS), MTO Geometric Design Standards, MTO Roadside Safety Manual, TAC Geometric Design Guidelines, Ontario Traffic Manual (Book 7 – Temporary Conditions) and all applicable legislation and regulations (Occupational Health & Safety Act, Highway Traffic Act, Municipal Act, etc.), and applicable contract law.

Knowledge of project development, scheduling, monitoring, and control systems.

Certified or eligible for certification with the Ontario Association of Certified Engineering Technician and Technologists (OACETT) as a Certified Engineering Technician (CET) or equivalent related designation.

P.Eng. or E.I.T is preferred.

Responsibilities

Supports internal and external studies related to corridor reviews, environmental assessment studies and traffic impact assessments. (50% of time)

Uses Regional annual traffic data to assist with the development and maintenance of the Regional Transportation Model(s) and other traffic studies, as directed by the manager.

Provides support in the review of transportation/ traffic studies, official plan and secondary plans, as directed.

Builds strong working relations with Ministry of Environment CP and other agencies, to collaborate, exchange information and maintain a current knowledge of policies and legislation, which affect environmental assessment studies.

Assists in the development and implementation of region wide travel demand model as part of the transportation master plan, as well as individual municipal transportation master plans. (35% of time)

Maintains the Region’s computerized transportation planning models, including travel demand forecasting, transportation analysis, and traffic simulation software, in order to provide informed planning and strategic business decisions.

Coordinates, accesses, analyses and interprets transportation data collected by the Region and makes recommendations based on analysis and produces technical/committee reports.

Prepares maps, graphs and charts in order to display a variety of transportation information, using aerial photos, GIS, CAD and EMME based software.

Coordinates Complete Streets/Active Transportation components.

Assists with providing detailed information to Municipal requests regarding transportation models and forecasts.

Coordinates the Transportation Tomorrow survey on behalf of the Region.

Assists with Travel Demand Management (TDM) initiatives.

Defends the data, assumptions, procedures, methodologies, techniques and tools used to derive transportation capacity and demand at meetings with municipal officials, Senior staff, Committees of Council, external agencies, associations and senior levels of government and the public, as required. (5% of time)

Attends and presents models at public forums, handling questions from the public.

Responds to requests for information from public agencies, development representatives, consultants and internal staff regarding growth and transportation modeling related matters.

Responds to verbal and written requests for traffic and transportation information to the general public, consultants, developers, area municipalities, etc.

Maintain current technical knowledge of transportation modeling principles and accepted practices, standards and guidelines. (5% of time)

Undertakes research to ensure that the Region maintains transportation planning practices and technologies that are current.

Supervises the activities of consultants, providing work direction, assigning tasks/projects, determining methods and procedures to be used, resolving problems, and ensuring results are achieved. (5% of time)

Directs third party consultants to complete assignments on schedule and within budget.

Periodically provides direction and guidance to technical staff, administrative staff & students.

 

 

 

Special Requirements

Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
