This is a permanent full time position working 35 hours per week.

Reporting to the Commissioner of Public Works, this position is responsible for leading a multidisciplinary team of professionals in the timely and cost effective delivery of new and replacement water and wastewater systems infrastructure, transportation infrastructure and Solid Waste Management facilities.
The successful candidate will possess a degree or diploma in Engineering with a minimum of ten (10) years of progressive senior management experience along with a Professional Engineering (P.Eng.) designation with registration to the Professional Engineers of Ontario or a Certified Engineering Technologist (C.E.T.) registration with the Ontario Association of Certified Engineering Technologists and Technicians (OACETT).
An in-depth understanding of major engineering disciplines including Civil (Design and Construction of networks), Environmental (Assessments), structural, transportation/traffic engineering, geotechnical, electrical and control systems, water and wastewater systems, hydraulics, and storm water management is required. The candidate must have a solid understanding of contract and construction law, liens and procurement policies with strong business and financial knowledge for budgeting, project management and administration on multi-million dollar projects. Familiarity with relevant legislation including Ministry of Environment Climate Change regulations, Ministry of Transportation regulations, Occupational Health and Safety Act and various other related statutes is required. An understanding of land use planning principles and the land development process as it relates to servicing, development financing and infrastructure planning and understanding of the Development Charges Act, 1997 and the Municipal Act, 2001 is also required. Strong oral and written communication skills, along with strong facilitation, negotiation and dispute resolution skills and a high degree of diplomacy and political acuity are required. Demonstrated leadership, strategic thinking and problem solving skills are required essential. An equivalent combination of education and experience may be considered.
Travel will be required incumbent must provide their own transportation. The incumbent will be required to provide a copy of their driver’s license by their first day of employment.
Ensure the engineering and construction for all Regional infrastructure is carried out in a timely manner in accordance with sound engineering practices, consistent with budgetary approvals, department and Corporate strategic objectives, Regional, Provincial and Federal legislation and conforms with standards established by Halton.
Direct a division of professional staff, technical specialists, and support staff who perform planning, engineering, surveying, inspection and front line functions required for the delivery of the Region’s water and wastewater systems, transportation and solid waste management growth and state of good repair capital programs and related infrastructure services.
Ensure that all services delivered to the residents and businesses of Halton are delivered in keeping with Halton’s commitment to exceeding expectations in customer service by consistently demonstrating, supporting and developing these skills in staff.
Develop and maintain positive working relationships with Regional Council, the CAO, the Commissioner of Public Works, and other Regional departments, local Municipalities, provincial and federal agencies, developers and consultants.
Proactively scan the environment to identify changes and facilitate long-range goal setting based on legislative/regulatory changes, the local, provincial and federal political climate, public interests, and economic constraints.
Proactively identify and implement emerging or evolving technologies and best practices in order to capitalize on business opportunities that will improve efficiency, customer service, reduce costs, and maximize asset lifecycles
Manage existing capital and operating budgets to ensure financial support for projects is available and aligned with purchasing policies.
Provide guidance and expertise in relation to provincial policy and regulation, and ensure Regional Strategic objectives are progressing in a manner that is compliant and flexible to effectively respond when legislative changes arise.
Identify emerging industry issues and develop and implement strategies to ensure that Council’s and the community’s expectations are exceeded with respect to project delivery, communication, and the mitigation of construction impacts.
