Job Description

The Project Lead will provide support, as well as work independently to manage projects, activities and assignments in the delivery of Transportation Services programs.

Manages contract(s) with vendors
Reviews, tracks, and evaluates consultants’ and/or contractors’ progress and performance to ensure quality assurance/quality control and adherence to schedule, budget, and project scope
Responsible for communications strategy and ongoing communications with City Councillors and any other City agency stakeholders
Conducts research, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government
Develops and implements detailed plans and recommends practices regarding program-specific requirements
Provide advice, guidance and technical assistance to City and stakeholder staff related to Transportation Services initiatives
Manages assigned projects and provides contract management to ensure effective teamwork and communication and high standards of work quality, to advance Transportation Services’ initiatives in a complex municipal environment
Monitors projects with the help of other City divisions to ensure completion in accordance with approved plans, schedules and budgets
Prepares project plans, reports and status updates on contracts
Establishes, maintains and fosters linkages to other divisions, Agencies, Boards and Commissions to ensure effective partnerships
Leads multi-disciplinary divisional project teams
Supervises project team members and support staff
Prepares responses, reports and correspondence on behalf of the Manager
Prepares reports and submissions for the information of senior staff and City Council
Provides membership and input to various committees and relevant professional and industry organizations
Coordinates input into the Capital Works Program and Operating budget
Develops Terms of Reference and contract documents for consultant/contractor assignments
Develops training course material, conducts training and provides presentations, as required, for various levels of internal and external management/stakeholders
Represents the Manager at project stakeholder meetings, as required
Acts as a resource person for inquiries on Transportation Services activities.
Key Qualifications:

1.     Post-secondary education in Transportation Engineering, or a discipline pertinent to the job function, or an equivalent combination of education, training and experience. Certification as a PMP is an asset.

2.     Experience managing projects associated with large-scale programs, transportation services, infrastructure, and/or systems.

3.     Experience in traffic operations, related to signal operations or other Intelligent Transportation System (ITS) operations is an asset.

4.     Experience in conducting research and analysis, and interpreting and communicating findings.

5.     Experience utilizing a variety of computerized office systems, including MS Office (i.e. Word, Excel, and PowerPoint) and MS Project. MS Visio would be an asset.

6.     Experience providing effective work direction to contractors.

7.     Experience as an accountable project leader, handling multiple priorities in a detail- and deadline-oriented environment.

8.     Valid Ontario Class “G” driver’s licence, and daily access to a reliable personal vehicle for use on City business.

9.     Effective oral and written communication skills, including excellent report-writing and presentation skills.

10.  Excellent conflict resolution skills.

11.  Proven track record of solid internal and external relationships and strong leadership capacity.

12.  Ability to identify needs, and initiate, coordinate and manage the implementation of creative solutions.

13.  Knowledge of Ontario Statutes, including the Occupational Health and Safety Act and Regulations, the Ontario Highway Traffic Act, Collective Agreements and related Labour legislation.
