The Policy & Program Coordinator is responsible for leading transportation policy research, analysis, development, and documentation of solutions for Transportation Services. This position will create, interpret and execute municipal policies and programs for active transportation, traffic systems and safety, and parking.
Manage the design, development and implementation of transportation programs and policies consistent with strategic plans for Transportation & Infrastructure Services and other city departments and in support of the City’s Official Plan and Kingston Transportation Master Plan (KTMP) to ensure the safe and efficient movement of pedestrians, cyclists, and motorists
Act as a subject matter expert in matters pertaining to the City’s transportation systems, active transportation, parking and other policy matters and works in tandem with stakeholders in the planning, public works, engineering, transit and finance to develop and enhance the transportation policy goals of the City
Assist in the development and maintenance of transportation demand information used for updating major transportation studies and policies including the Kingston Transportation Master Plan (KTMP), Transportation Demand Management (TDM) Strategy, and the Active Transportation Maser Plan (ATMP)
Assist with the development of transportation standard for integration into zoning bylaws, subdivision standards and site plan standards
Design, implement, and review procedure manuals as well as establish policy development for enforcement strategies, staff performance and productivity standards
Research and implement targeted training programs for Transportation staff development including when there are new or changed initiatives or regulations
Develop department protocols, research and draft by-laws, and resolve complaints and concerns resulting from enforcement activity; draft short forms wordings for approval (eg. MAG Ministry of the Attorney General) and prepare reports to committees and council
Identify and recommend means for improving upon opportunities for the community to achieve more sustainable transportation modal splits
Assist with the development and review of advanced transportation planning ensuring compliance with applicable department standards, policies, and procedures.
Act as a liaison and facilitator, working in tandem with other City departments and in alignment with various city and/or community plans and strategies.
Provide written and verbal responses to transportation related inquiries from Council and members of the public
Degree/diploma in Public Administration, Transportation Planning or a related field.
3 years related experience, including work that involves public sector research/policy analysis, preferably in a transportation/regulatory environment
Experience creating, interpreting and enforcing municipal policies and bylaws with a clear understanding of provincial legislation as it applies to the municipal sector

Valid class “G” driver’s licence
