Do you know the difference between a “peer” review and a “staff” review? Do you know that they are different and why you need to know the difference? This presentation provides an overview of what each type of review is and is not. The presenter’s experience over the past 30 years as both a reviewer and reviewee has demonstrated that there is a lack of understanding of what peer reviews are (and not) by professional engineers in British Columbia.
Because the term “peer review” raises questions about the technical validity of the work being reviewed, it is critical to ensure that the review is conducted in a professional and transparent manner by a qualified reviewer. Ensuring good process allows all parties – the engineer-of-record, the reviewing agency and the peer reviewer to have open dialogue to deliver a positive outcome of the review. As part of the presentation, a Top 10 List of what to include in a peer review and a Top 10 List of what to include in a staff review will be provided as a useful checklist.
About the Presenters:
Gary Vlieg is the Manager of the Engineering Group at Creative Transportation Solutions Ltd. (CTS) and is a registered Professional Engineer (P.Eng.) in British Columbia, Alberta, Yukon Territory, Nunavut and the Northwest Territories. Gary has over 30 years of experience in transportation planning, traffic engineering and project management throughout Western Canada and New Zealand. His responsibilities include leading technical assignments, conducting peer reviews, presenting findings to municipal councils, mentoring staff and ensuring a high standard of quality on CTS projects. Gary has worked equally in both the public and private sector over the past 30 years and brings a keen awareness of the needs of both to the table when conducting peer and staff reviews of an engineering study. Gary is a Past President of GVITE.
Jan Voss is the founder and president of Creative Transportation Solutions Ltd. (CTS), which has over 30 employees and is based in Port Moody, BC. He is a registered Professional Engineer (P.Eng.) and Professional Traffic Operations Engineer (PTOE) in British Columbia, Alberta, Yukon Territory and the Northwest Territories / Nunavut, and has 29 years of experience in the field of traffic engineering and operations. In addition, Jan is a certified Expert Witness by the Supreme Court of B.C. in the field of traffic engineering and in the interpretation of traffic data, as well as a Past President of both GVITE and CITE. In recognition of his extensive contributions to the field of traffic engineering, Jan was the proud recipient of the H. Robert Burton Distinguished Service Award by CITE in June 2016 and the GVITE Life Time Achievement Award in 2017.
