CITE is undertaking a project to develop and
disseminate a guide to Promoting Sustainable Transportation
Through Site Design. The guide will
recommend site design practices that can be applied through the land
development process to promote the use of more sustainable modes of
passenger transportation, such as walking, cycling and transit. Its
primary purpose is to assist policy-makers and professionals
involved in the preparation, review and approval of
non-residential development proposals to identify and
incorporate features that make sites more accessible to travel modes
other than the single-occupant vehicle (SOV). The guide will also
identify a range of supporting policies and actions that agencies
can introduce to foster sustainable transportation initiatives.
The Site Design Guide project is being funded
by CITE, with support from
ITE International and
Transport Canada’s
Moving on Sustainable Transportation (MOST) program.
A consultant team lead by
IBI Group, in
association with Noxon Associates and DPL Consulting, is conducting
the project under the direction of a Steering Committee appointed by
CITE. Members of the committee are:

To date, the project has
involved extensive consultation with ITE members and representatives
of the urban planning, urban design, transportation
planning/engineering, public transit, pedestrian, cyclist,
transportation demand management and development communities.
Primary sources of information for the project include existing
documents, case studies, example sites and internet-based survey
information.
Through a mutual agreement between ITE
International and CITE, the guide is being published as an ITE
Recommended Practice. This rigorous review and approval process
provides ITE members a formal opportunity for comment and requires
the endorsement of the CITE and ITE International Boards of
Direction before publication. An independent
review panel also reviews and approves the report.
In January 2005, ITE
International published the guide as a proposed
Recommended Practice. Written comments on the report must be
submitted to ITE International by March 31, 2005 to ensure
consideration prior to publishing the final Recommended Practice.

The Steering Committee
will review the comments received and make any necessary changes
prior to returning the report to ITE International for final
approval and publication. This process is expected to take until at
least mid 2005 to complete.
In spring 2005, CITE will
be offering workshops on the proposed guide across Canada. The
workshop schedule will be announced later this winter and posted on
the CITE web site.
